Dunlap Police Incidents
WEEK OF OCTOBER 26TH – NOVEMBER 1ST, 2009
ARRESTS
Tuesday, October 27, 2009
At approximately 2:45 P.M. Dunlap Police Officer Steven Billingsley observed a vehicle parked off the roadway on Highpoint Drive in Dunlap. The vehicle, a 1990 Nissan Maxima, was occupied by Curtis E Bryant, 26 years of age of Dunlap. Upon additional investigation it was discovered that the vehicle belonged to Emilio Sales of Dunlap.
Bryant stated that the keys were left in the vehicle and that he did take it without the owner’s knowledge or permission. Bryant was arrested for Theft Over $1000.00 and transported to the Sequatchie County Justice Center. He is scheduled to appear in Dunlap Municipal Court on November 10th, 2009.
The owner of the vehicle was contacted and the vehicle, valued at $2500.00, was returned to him. Investigating officer in the incident was Dunlap Police Sergeant Randy Phillips.
Wednesday, October 28, 2009
At approximately 12:05 A.M. Officers of the Dunlap Police Department responded to Wal-Mart on a report of a theft. Upon arrival Wal-Mart employees stated that they had observed a male subject loading wooden pallets into the back of a Ford pickup truck. After the employees approached the man and attempted to notify the store manager, the unknown man fled the scene in the truck at a high rate of speed.
Local officers, with the assistance of Bledsoe County Sheriff’s Deputies, located and stopped the truck on Hwy 127 in Bledsoe County. The male subject driving the truck was identified as Mark E Mustain, 38 years of age of Pikeville, TN., and there were 10 wooden pallets in the bed of the truck. Officers also discovered that Mustain’s vehicle was unregistered and that he was driving on a revoked California driver’s license.
Bledsoe County Deputies issued Mustain citations for Driving on Revoked License and Registration Violation. Mustain was also arrested for Theft Under $500.00 and transported to the Sequatchie County Justice Center. He is scheduled to appear in Dunlap Municipal Court on November 10th, 2009. The wooden pallets, with a total value of $180.00 were returned to Wal-Mart. Investigating the incident was Dunlap Police Sergeant Randy Phillips with the assistance of Sequatchie County Deputy Chris Dennis and officers of the Bledsoe County Sheriff’s Department.

At approximately 10:25 P.M. Dunlap Police Officer Steven Billingsley observed a Toyota 4-Runner traveling south in Dunlap. Both passenger side tires were flat on the vehicle and the vehicle was continuing to travel on the tire rims. After stopping the vehicle the driver appeared intoxicated and was administered sobriety tests. After failing to satisfactorily perform the tests the driver was arrested for D.U.I. and transported to the Sequatchie County Justice Center.
Arrested was Ismar Lopez, 29 years of age of Dunlap. Lopez was also charged with driving without a driver’s license. He is scheduled to appear in Dunlap Municipal Court on November 10th, 2009.
Saturday, October 31, 2009 (Halloween)
At approximately 1:45 A.M. Dunlap Police Officer Steven Billingsley observed a vehicle without operating taillights on Hwy 127 in Dunlap. After stopping the vehicle the driver displayed evidence of being intoxicated and was administered sobriety tests. The driver, Casey L Vandergriff, 33 years of age of Dunlap, failed to satisfactorily perform the tests and was arrested and then transported to the Sequatchie County Justice Center.
Vandergriff was charged with 2nd offense D.U.I., violation of the implied consent law, and violation of the light law. He is scheduled to appear in Dunlap Municipal Court on December 12th, 2009.
Saturday, October 31, 2009 (Halloween)
At approximately 7:20 P.M. Dunlap Police Officer Mark Fyfe observed a vehicle traveling north on Hwy 127 without any operating headlights or taillights. After the officer activated his emergency equipment in an attempt to stop the vehicle, the driver increased speed and attempted to flee from the officer. The driver proceeded up Fredonia Mountain followed by officers of the Dunlap Police Department and Sequatchie County Sheriff’s Department.
The driver continued driving to a residence on Leathergap Road, stopped the vehicle and fled on foot into a wooded area. Officers found the driver a few minutes later attempting to hide under a fallen tree. The driver was identified as James M Wilson, 24 years of age of Dunlap. There was also a 19 year old female and an infant child in the vehicle with Wilson.
Wilson was arrested and then transported to the Sequatchie County Justice Center. He was charged with felonious evading arrest, reckless endangerment, driving on a suspended driver’s license, and possession of marijuana. Officers also discovered that Wilson also had two active arrest warrants issued through Dunlap Municipal Court. He is scheduled to appear in Sequatchie County General Sessions Court on November 6th, 2009 and Dunlap Municipal Court on November 10th, 2009.
Sunday, November 1, 2009
At approximately 2:40 A.M. Dunlap Police Officer Steven Billingsley observed a vehicle traveling north in the southbound lane on Hwy 127 in Dunlap. After stopping the vehicle the driver displayed evidence of being intoxicated and was in possession of an open alcoholic beverage. The driver, Govani Lopez Martinez, 25 years of age of Dayton, Tennessee, failed to satisfactorily perform sobriety tests and was arrested.
Martinez was charged with D.U.I., driving without a driver’s license and possessing an open intoxicant. He was transported to the Sequatchie County Justice Center and is scheduled to appear in Dunlap Municipal Court on November 10th, 2009.

ARRESTS
Wednesday, October 21, 2009
At approximately 3:55 P.M. Dunlap Police Detective Cody Smith observed a vehicle fail to stop at a stop sign at the intersection of Williams Rd and Tram Trail in Dunlap. The officer also recognized a passenger in the vehicle, Bruce Newman, 47 years of age of Dunlap, whom he knew to have an active arrest warrant for Violation of Probation issued through the Sequatchie County General Sessions Court.
Upon searching the vehicle, officers discovered several items commonly utilized in the manufacture of methamphetamine. The driver of the vehicle, John F Bain III, 44 years of age of Dunlap, and another passenger in the vehicle, Timothy J Johnson, 42 years of age of Dunlap, claimed ownership in the manufacturing items.
The three men were arrested and transported to the Sequatchie County Justice Center. Newman was charged with Violation of Probation and is scheduled to appear in Sequatchie County General Sessions Court on October 29th, 2009. Bain and Johnson were charged with Felonious Possession of Drug Paraphernalia and Promotion to Manufacture Methamphetamine. They are scheduled to appear in Dunlap Municipal Court on November 19th, 2009.
Detective Smith was assisted by Marion County Sheriff’s Detective Chad Johnson, Dunlap Police Lieutenant Coy Swanger and Dunlap Police Patrolman Kevin Snyder.

At approximately 12:37 A.M. Dunlap Police Officer Robert Raber observed a vehicle traveling north on Hwy 127 in Dunlap. The vehicle was being driven in an erratic manner and was stopped by the officer. The driver was unable to satisfactorily perform sobriety tests and was arrested for D.U.I.
The driver, Janice L Whitaker, 42 years of age from Martinez, Georgia, was transported to the Sequatchie County Justice Center and placed on a $1000.00 Bond. Whitaker is scheduled to appear in Dunlap Municipal Court on November 10th, 2009.
Saturday, October 24, 2009
At approximately 12:30 A.M. Dunlap Police Officer Lynn Lewis observed a vehicle illegally pass another motorist on Hwy 28 in Dunlap. The officer stopped the vehicle and the driver, John F Bain IV, 20 years of age of Dunlap, displayed signs of intoxication. After failing to satisfactorily perform sobriety tests, the driver was arrested and transported to the Sequatchie County Justice Center.
Bain was charged with Illegal Passing, D.U.I. and Underage Consumption of Alcohol. He is scheduled to appear in Dunlap Municipal Court on November 10th, 2009.
OTHER INCIDENTS
Saturday, October 24, 2009
At approximately 1:00 P.M. Dunlap Police Officers were dispatched to 152 State Street in Dunlap in reference to a theft from a vehicle. Upon arrival it was reported to the officer that unknown persons had stolen a JVC CD player from inside a 1999 Chevrolet Camaro. The reporting party stated the vehicle had been unlocked and estimated that the theft took place during the early morning hours of October 24th. The stolen CD player was estimated at a value of $150.00. Investigating Officer in the incident was Dunlap Police Patrolman Mark Fyfe.
WEEK OF OCTOBER 5TH – OCTOBER 11TH, 2009
ARRESTS
Saturday, October 10, 2009:
At approximately 10:30 A.M. officers received a report of a male subject shoplifting at Ace Hardware in Dunlap. It was reported to officers that the male subject had taken a Curtis DVD Player valued at $79.99. After exiting the store, an employee of Ace Hardware stopped the subject in the parking lot and notified the police.
The male subject, Scott A Senechal, 20 years of age from Maine, admitted to Dunlap Police Detective Keith Herron that he attempted to steal the DVD Player. Senechal was placed under arrest and transported to the Sequatchie County Justice Center. He is currently is being held under a $500.00 bond and is scheduled to appear in Dunlap Municipal Court on October 22nd, 2009.
Sunday, October 11, 2009:
At approximately 7:17 P.M. officers received a report of an assault at the Brush Creek Trailer Park in Dunlap. Upon arrival it was reported that a female subject had assaulted a two year old child at 10 Court Street Apartment # 5. It was reported through witnesses that the child was on the top step of a porch at the apartment and the female subject kicked the child off the steps causing the child to fall and strike his head.
The child was transported to North Valley Medical Center via Sequatchie County EMS. The assailant, a 45 year old female from Dunlap, stated to officers that she thought the child was a stray dog. It was also reported by officers that the female subject had been drinking alcohol.
The female subject, whose name is not currently being released by the Police Department, was placed under arrest for Aggravated Child Abuse and transported to the Sequatchie County Justice Center. She is currently being held without bond and is scheduled to appear in Dunlap Municipal Court on October 13th, 2009. Investigating Officer in the incident was Dunlap Patrolman Robert Raber.
